Piyush Goyal becomes BJP treasurer: Is a Modi Cabinet shake-up coming?

The appointment of Union Commerce and Industry Minister Piyush Goyal as BJP national treasurer has fuelled speculation that Prime Minister Narendra Modi could undertake a reshuffle of his Council of Ministers.

BJP president Nitin Nabin announced several organisational appointments on Monday, with Goyal standing out as the only serving Union minister included in the new national team. His appointment has prompted questions because of the BJP’s informal practice of avoiding the simultaneous holding of major government and organisational posts.

Goyal currently leads the Commerce and Industry Ministry and has been an important figure in India’s international trade negotiations, including discussions surrounding a proposed trade agreement with the United States. His new party responsibility has therefore led to speculation that he could eventually leave the Cabinet.

There has been no official announcement suggesting that Goyal is being removed from the Union ministry. His appointment could instead reflect the party’s desire to make use of his experience in organisational work, elections and financial affairs.

The position also has a historical connection to Goyal’s family. His father, Ved Prakash Goyal, was BJP national treasurer for many years, while Piyush Goyal has himself previously served in the same role.

The BJP’s one-person-one-post convention has not always been applied rigidly. J P Nadda, for example, remained BJP president after joining the Union Cabinet in 2024 as Health Minister and Minister of Chemicals and Fertilisers.

Nadda ultimately left the party presidency in January 2026 after Nitin Nabin assumed the position.

Goyal has been central to the government’s economic policy, particularly on trade, investment and international economic engagement. His role in India’s recent free-trade negotiations has made him one of the prominent figures in the government’s economic team.
