US House passes Russia sanctions bill with potential 100% tariffs on India
The US House of Representatives has approved a wide-ranging Russia sanctions bill that could give President Donald Trump the authority to impose tariffs of as much as 100% on countries that continue buying Russian oil and gas.
The Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 cleared the House by a 262-159 vote and is now headed to Trump, Reuters reported.
India could be affected by the measure because of its continued purchases of Russian energy. The legislation creates a mechanism for imposing tariffs of up to 100% on imports from countries among the five largest buyers of Russian oil or natural gas.
India and China remain major purchasers of Russian crude, making them potentially significant targets of the tariff provision.
The bill includes an exception for countries that account for less than 15% of Russia’s natural gas exports and have taken substantial measures to reduce their dependence on Russian energy.
Beyond the tariff provision, the legislation proposes additional sanctions against Russian government figures and financial institutions. It also targets vessels associated with Russia’s so-called shadow fleet, which has been used to transport energy despite Western restrictions.
The measure is part of broader US efforts to increase economic pressure on Russia and countries continuing significant energy trade with Moscow.
