95 crore people now benefiting from social security schemes: PM Modi

In the 123rd episode of his monthly radio address Mann Ki Baat, Prime Minister Narendra Modi hailed a new report by the International Labour Organization (ILO) that shows a major rise in India’s social security coverage.

The ILO has reported that 64% of India’s population, nearly 95 crore people, now receive at least one form of social protection benefit, a dramatic jump from under 25 crore in 2015. PM Modi called this “a big achievement” and credited flagship government schemes for the progress.

“This is not just a number. It reflects a significant transformation in how India supports its citizens,” Modi said, adding that India now ranks second globally in terms of social protection reach, as per the ILOSTAT dashboard.

The growth marks a 45 percentage-point rise over the past decade, from just 19% coverage in 2015 to 64% in 2025.

Schemes like Ayushman Bharat, Pradhan Mantri Garib Kalyan Anna Yojana (PM-GKAY), Atal Pension Yojana (APY), and the e-Shram portal have played a vital role in expanding access to health, food, and pension-related benefits.

Modi said the government expects the number to cross 100 crore soon, after verification of additional schemes. He added that India’s improved social security net will also help in signing Social Security Agreements (SSAs) with developed countries, ensuring portability of benefits for Indian workers abroad.
